There are many various solutions and problems associated with your dilemma. As Ryan said, the genre you wish to learn fuels this answer heavily; it would be extremely difficult learning to play, for example, technical death metal without a proper drumset. On the other hand, if you’re looking to play more simple genres such as basic rock’n'roll, then learning without a drum set would not be a very hard thing.
My advice is to get a pair of drum sticks and a couple of practice pads: These things are available at musiciansfriend.com, or, if you’re short on money, craigslist and ebay.
The bare-bones basics of rock drums (An area that I am very experienced in) are the bass drum, snare drum, and hi-hat. You can go to youtube to take a look at these drums, and to hear what they sound like.

Well that would make it very hard. To ge good at any instrument takes hours of practice and if you can’t afford one it would make it near impossible. If your really looking I guess you could go to a Guitar Center that lets you play drums but it wouldnt be the same.
Its hard to say if you have a hard time keeping beat then very hard. It also depend on your style of music
